I see an error message 'A required DLL file is missing'.

If you see the following error message under Windows 95:

A required DLL file WS2_32.DLL is missing

you need to update your networking software. You can download the required update from Microsoft.

Note if you have URL Organizer 2 installed on a Windows 95 computer, you must download and install the latest update before you try to uninstall it. This is essential as there is a serious bug in the uninstall routine (in code sourced from a reputable third party).
